N\u00fbbihar dergisi, edebi, sanat ve k\u00fclt\u00fcr \u00fczerine \u00e7al\u0131\u015fmalar\u0131n\u0131 y\u00fcr\u00fcten \u00f6zellik ile t\u00fcm K\u00fcrtlere, kap\u0131s\u0131 a\u00e7\u0131k olan K\u00fcrt yazar ve d\u00fc\u015f\u00fcn\u00fcrlere kap\u0131s\u0131 a\u00e7\u0131k olan ve her kesiminde yaz\u0131s\u0131n\u0131n yay\u0131nland\u0131\u011f\u0131 bir dergi olma \u00f6zelli\u011findedir. N\u00fbbihar dergisi ayn\u0131 zamanda K\u00fcrt\u00e7e bir okul oldu. Y\u00fczlerce insan diyebiliriz ki K\u00fcrt\u00e7e okuma yazmay\u0131 dergi sayesinde \u00f6\u011frendi. N\u00fbbihar dergisini takip ederek, devam\u0131nda yaz\u0131 yazarak yazar vasf\u0131 alan arkada\u015flar var.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>2011\u2019DE DERG\u0130,\u00a0 DERNEKLE\u015eT\u0130<\/strong><\/p>\n<p style=\"text-align: justify;\">\u201cN\u00fbbihar dergisi halkas\u0131 gittik\u00e7e geli\u015ftikten sonra arkada\u015flar\u0131m\u0131z\u0131n genel y\u00f6nelimleri, dergi kendi mecras\u0131nda yay\u0131n hayat\u0131na devam etsin ama bunun yan\u0131nda dernekle\u015ferek,\u00a0 kurumsalla\u015farak bu faaliyetleri geni\u015f kitlelere nas\u0131l ula\u015ft\u0131rabiliriz, nas\u0131l aktarabiliriz y\u00f6n\u00fcnde oldu. 2011 y\u0131l\u0131nda N\u00fbbihar, Diyarbak\u0131r\u2019da merkezi olmak \u00fczere ayr\u0131ca Batman, Mardin ve Van\u2019da da \u015fubeleri olan dernekle\u015fme s\u00fcrecine girdi. N\u00fbbihar bu \u00fc\u00e7 b\u00fcy\u00fck K\u00fcrt ilinde dernek olarak da faaliyetlerini s\u00fcrd\u00fcrmektedir. N\u00fbbihar K\u00fcrt k\u00fclt\u00fcr\u00fc, K\u00fcrt Edebiyat\u0131, K\u00fcrt Tarihi konusunda ve \u00f6zellikle K\u00fcrt dili konusunda \u00e7al\u0131\u015fmalar y\u00fcr\u00fctmektedir. Derne\u011fimiz K\u00fcrt tarihi, edebiyat\u0131, k\u00fclt\u00fcr\u00fc ve dili konusunda \u00dcniversite \u00f6\u011frencileri ve \u00e7ocuklar\u0131 bilin\u00e7lendirmeye y\u00f6nelik faaliyetler i\u00e7inde olan bir dernektir.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>K\u00dbRMANC\u00ce, SORAN\u00ce VE ZAZAK\u00ce LEH\u00c7ELER\u0130N\u0130 \u00d6\u011eRET\u0130YORUZ<\/strong><\/p>\n<p style=\"text-align: justify;\">\u201cK\u00fcrt dili ile ilgili \u00e7al\u0131\u015fmalar\u0131m\u0131z dergi ile birlikte ba\u015flam\u0131\u015ft\u0131r. Derginin kurulmas\u0131 ile birlikte, dergi vas\u0131tas\u0131 ile ilk olarak K\u00fcrt\u00e7e alfabeyi \u00f6\u011freterek, o derginin girdi\u011fi b\u00fct\u00fcn evlerde ve di\u011fer yerlerde K\u00fcrt\u00e7e \u00fczerinde \u00e7al\u0131\u015fma \u015feklinde yo\u011funla\u015ft\u0131k. Bunun ile birlikte ayn\u0131 zamanda derdinin haricinde y\u00fczlerce kl\u00e2sik, K\u00fcrt edebiyat\u0131na ait kl\u00e2sikler ve yeni eserler, modern eserlerde N\u00fbbihar yay\u0131nlar\u0131 olarak yay\u0131nland\u0131. Dernek olarak, N\u00fbbihar derne\u011fi olarak \u015fu anda K\u00fcrt\u00e7enin, K\u00fbrmanc\u00ee, Zazak\u00ee ve Soran\u00ee leh\u00e7elerinde de kurslar a\u00e7arak, dil \u00e7al\u0131\u015fma at\u00f6lyeleri a\u00e7arak faaliyetlerimizi b\u00fct\u00fcn \u015fubelerimiz aktif olarak y\u00fcr\u00fctmektedir. Bu g\u00fcne kadar N\u00fbbihar derne\u011fi olarak, K\u00fcrt\u00e7e \u00f6\u011frenen binlerce ki\u015fiye sertifika verilmi\u015ftir. K\u00fcrt\u00e7enin \u00f6\u011fretilmesi, hayatta kullan\u0131lmas\u0131 konusunda elimizden geleni yap\u0131yoruz. Derne\u011fimiz taraf\u0131ndan, K\u00fcrt edebiyat\u0131 ile ilgili seminerler, paneller, sempozyumlar d\u00fczenlenmektedir. K\u00fcrt dilini sadece kurslarda \u00f6\u011fretmenin yan\u0131nda en son Eyl\u00fcl ay\u0131nda dergimizin 21.\u00a0 y\u0131l\u0131 m\u00fcnasebetiyle din dil ve kimlik konulu uluslar aras\u0131 bir sempozyum d\u00fczenledik. Bu sempozyuma k\u0131rk\u0131n \u00fczerinde akademisyen sunumlar yapt\u0131lar ve burada K\u00fcrt Dili konusunda \u00f6zellikle K\u00fcrt dilinin insanlar \u00fczerindeki etkisi din ile ba\u011flant\u0131s\u0131, kimlik ile ba\u011flant\u0131s\u0131 konusunda da bir \u00e7al\u0131\u015fma yap\u0131ld\u0131. Bunlar\u0131n hepsini dil ile ilgili yapt\u0131\u011f\u0131m\u0131z \u00e7al\u0131\u015fmalardan sayabiliriz. \u201c<\/p>\n<p><strong>K\u00dcRT HALKINA HAKARET ED\u0130YORLAR<\/strong><\/p>\n<p style=\"text-align: justify;\">\u201cAna dilde e\u011fitim olmal\u0131 m\u0131, olmamal\u0131 m\u0131? Sorusunun ve tart\u0131\u015fmalar\u0131n\u0131n olmas\u0131n\u0131 bile bir millete, bir halka hakaret olarak say\u0131yoruz. Onun i\u00e7in olmal\u0131 m\u0131, olmamal\u0131 m\u0131 meselesi bir yana, Ana dilde e\u011fitim hakk\u0131n\u0131n tart\u0131\u015fma konusu yap\u0131lmas\u0131n\u0131 bile her \u015feyden \u00f6te hakaret olarak say\u0131yoruz. Bu konuda bizim referanslar\u0131m\u0131z Peygamber (sav)\u2019in \u00f6\u011fretisi ve Kur\u2019an-\u0131 Kerim \u00f6\u011fretisidir. Biz bu \u00f6\u011fretiyi Dinimizden al\u0131yoruz. Burada dillerin, yani milletlerin dillerinin yasaklanmamas\u0131 konusunda, o dillerle ilgili e\u011fitimlerin rahatl\u0131kla ve hi\u00e7bir sans\u00fcre, k\u0131s\u0131tlamaya yer vermeyecek \u015fekilde yap\u0131lmas\u0131 gerekti\u011fine inan\u0131yoruz. Nubihar olarak \u00e7\u0131kt\u0131\u011f\u0131m\u0131z ilk g\u00fcnden bu g\u00fcne kadar, K\u00fcrt\u00e7e konusunda yazan, \u00e7izen melelerimiz, Ahmed\u00ea Xan\u00ea, Melay\u00ea Ciz\u00eer\u00ee, Feq\u00eey\u00ea Teyran\u2019dan bu yana gelen b\u00fct\u00fcn K\u00fcrt yazarlara, hepsine sahip \u00e7\u0131karak bu k\u00fclt\u00fcr\u00fcn kendi diliyle ya\u015famas\u0131 i\u00e7in elimizden geleni yapt\u0131k, yap\u0131yoruz.\u00a0 K\u00fcrt\u00e7e e\u011fitim yap\u0131lmas\u0131 konusunda ki d\u00fc\u015f\u00fcncelerimizi de her pl\u00e2tformda dile getiriyoruz.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>SA\u0130D-\u0130 K\u00dbRD\u00ce B\u0130R ASIR \u00d6NCE UYARMI\u015e!<\/strong><\/p>\n<p style=\"text-align: justify;\">\u201c\u00dcstad Bediuzzaman Said-i K\u00fbrd\u00ee, Medreset\u00fcz Zehra projesiyle 1900\u2019lerde bile Ana dilde e\u011fitimi muhakkak ve muhakkak K\u00fcrtler aras\u0131nda devlet eliyle, \u00f6zel sekt\u00f6rle de\u011fil, devlet eliyle yap\u0131lmas\u0131n\u0131n gereklili\u011finin \u015fart oldu\u011funu bunun yap\u0131lmamas\u0131 halinde ileride fel\u00e2ketlere nas\u0131l yol a\u00e7aca\u011f\u0131 hususunda makaleler yazarak d\u00fc\u015f\u00fcnc\u00fclerini dile getirerek bu fikirlerini toplumla payla\u015fm\u0131\u015ft\u0131r. Bunun haricinde K\u00fcrt\u00e7enin, Anayasa ile g\u00fcvence alt\u0131na al\u0131nmas\u0131yla ilgili tekliflerimiz Anayasa uzla\u015fma komisyonu \u00fcyelerine sunulmu\u015ftur. G\u00f6r\u00fc\u015f isteyen t\u00fcm kurumlara \u00e7\u00f6z\u00fcm \u00f6nerilerimiz ayr\u0131ca bildirildi. Bu bas\u0131nda da yer ald\u0131. \u015eunu k\u0131saca s\u00f6yleyebiliriz Ana dil ile e\u011fitim konusunu, k\u0131rm\u0131z\u0131\u00e7izginin \u00f6tesinde tart\u0131\u015f\u0131lmas\u0131n\u0131 dahi abes olarak g\u00f6rd\u00fc\u011f\u00fcm\u00fcz bir husustur. Ana dilde e\u011fitim ile ilgili \u015fartlar\u0131n bir an \u00f6nce olu\u015fturulup, daha do\u011frusu hemen olu\u015fturulup hayata ge\u00e7irilmesi gerekti\u011fine inan\u0131yoruz. Bu konuda kimseyle pazarl\u0131k yap\u0131lmamas\u0131 ve hi\u00e7bir g\u00f6r\u00fc\u015f\u00fcn bile almamas\u0131 gerekti\u011fine inan\u0131yoruz. Bu bir milletin hakk\u0131d\u0131r. En do\u011fal en tabi hakk\u0131d\u0131r. Bu hakk\u0131n hemen verilmesi gerekti\u011fine inan\u0131yoruz. \u201c<\/p>\n<p><strong>DEVLET A\u011eZI \u0130LE KURD\u0130STAN DEN\u0130LMES\u0130 \u00d6NEML\u0130D\u0130R<\/strong><\/p>\n<p style=\"text-align: justify;\">\u201c\u00c7\u00f6z\u00fcm s\u00fcreciyle ilgili i\u015fin siyas\u00ee boyutu var. Birde ger\u00e7ekten K\u00fcrt halk\u0131n\u0131n gelece\u011fiyle ilgili boyutlar\u0131 var. Biz siyas\u00ee k\u0131sm\u0131yla ilgili pek ilgilenmiyoruz fakat K\u00fcrt halk\u0131n\u0131 ya da Ortado\u011fu halklar\u0131n\u0131 T\u00fcrkiye halk\u0131n\u0131 da ilgilendiren boyutuyla \u00e7\u00f6z\u00fcm s\u00fcreci ge\u00e7 kal\u0131nm\u0131\u015f ama yerinde olan bir ad\u0131md\u0131r. \u00d6zellikle \u00e7\u00f6z\u00fcm s\u00fcrecinde bu i\u015fin akt\u00f6rleri olan Say\u0131n Abdullah \u00d6calan ve Devletin birlikte oturup m\u00fczakere etmesi veyahut m\u00fczakereye ba\u015flamalar\u0131 iyi bir ba\u015flang\u0131\u00e7t\u0131r. \u015euanda sil\u00e2hlar\u0131n susmu\u015f olmas\u0131, ba\u015fl\u0131 ba\u015f\u0131na bir g\u00fczelliktir. Bir olumlu hava vard\u0131r. Bu s\u00fcrecin topluma yayd\u0131r\u0131larak toplumun di\u011fer kesimlerine de yayd\u0131r\u0131larak ve muhakkak ve muhakkak mutabakata vard\u0131r\u0131larak sonu\u00e7land\u0131r\u0131lmas\u0131 gerekiyor. \u0130stiyoruz ve diliyoruz ki, bundan dolay\u0131 hem ge\u00e7en y\u0131l ki s\u00fcre\u00e7ten ba\u015flay\u0131p \u00f6zellikle Newroz\u2019dan sonra da ivme kazanan s\u00fcrecin meyveleri olarak bir anlamda Ba\u015fbakan\u2019\u0131n Diyarbak\u0131r\u2019a gelip demokratikle\u015fmeye y\u00f6nelik \u00f6zellikle s\u00fcrece y\u00f6nelik ve \u00f6zellikle yine K\u00fcrdistan tabirini Devlet a\u011fz\u0131yla, Devlet erk\u00e2n\u0131 a\u011fz\u0131yla, Ba\u015fbakan a\u011fz\u0131yla dillendirmesi muhakkak \u00f6nemlidir. Bu da \u00e7\u00f6z\u00fcm s\u00fcrecinin ne kadar anlaml\u0131 oldu\u011funun g\u00f6stergesidir. Fakat bu \u00e7\u00f6z\u00fcm s\u00fcreci bizi tembelli\u011fe veyahut i\u015fi ba\u015fkas\u0131na b\u0131rakmaya sevk etmemeli, aksine bu ortamda daha fazla katk\u0131 sunarak bar\u0131\u015f\u0131n tesisi, milletler ve halklar\u0131n karde\u015fli\u011fi ve birli\u011finin olu\u015fmas\u0131 i\u00e7in \u00e7al\u0131\u015fmalar yapmal\u0131y\u0131z. Bunlarla ilgili g\u00fcndemler olu\u015fturmal\u0131y\u0131z, ihtiyac\u0131n ne kadar fazla oldu\u011funu dile getirmeliyiz.\u201d<\/p>\n<p><strong>S\u00dcREC\u0130N GEC\u0130KMES\u0130 T\u00dcRKLER\u0130NDE ZARARINA\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">\u201cBu konuda ben isim vermeden K\u00fcrdistan Federe B\u00f6lgesi Ba\u015fkan\u0131 Say\u0131n Mesud Barzani\u2019nin Diyarbak\u0131r\u2019da Belediye Ba\u015fkan\u0131m\u0131z\u0131n onun onuruna verdi\u011fi yemekte bir devlet erk\u00e2n\u0131yla ayn\u0131 masadayken ona \u015fu soruyu sormu\u015ftum, bu K\u00fcrt ve T\u00fcrk karde\u015fli\u011fi meselesini, nas\u0131l kar\u015f\u0131l\u0131yorsunuz dedim, dedi ki, \u00e7ok \u00e7ok ge\u00e7 kal\u0131nm\u0131\u015ft\u0131r. Yani bu bilincin b\u00fct\u00fcn devlet erk\u00e2n\u0131nda olu\u015fmas\u0131 l\u00e2z\u0131m \u00e7ok ge\u00e7 kal\u0131nd\u0131. Bu K\u00fcrtler ile birlikte T\u00fcrklerin de zarar\u0131na olan bir husustur yani \u015fuana kadarki \u00e7at\u0131\u015fma durumu ink\u00e2r politikalar\u0131, asimile politikalar\u0131, onlar\u0131n da zarar\u0131na olan bir durumdu. Bu karde\u015flik in\u015fallah sadece T\u00fcrkiye de\u011fil Orta do\u011fu\u2019nun da bir anlamda \u00f6zg\u00fcrle\u015fmesine, demokratikle\u015fmesine kendi k\u00fclt\u00fcr\u00fcne sahip \u00e7\u0131kmas\u0131na f\u0131rsat verecektir. \u00c7\u00fcnk\u00fc bar\u0131\u015f s\u00fcreci ortam\u0131nda b\u00fct\u00fcn g\u00fczellikler ortaya \u00e7\u0131kar inanc\u0131nday\u0131z.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>\u201cEY GEL\u00ca K\u00dbRDAN, D\u0130 \u00ceTT\u0130FAQ\u00ca DE QUWWET HEYE\u201d<\/strong><\/p>\n<p style=\"text-align: justify;\">Bir di\u011fer husus, bu konuyla ilgili Serok Barzani Diyarbak\u0131r\u2019a gelmi\u015fken, yemek esnas\u0131nda kendisine bir tablo takdim ettik, bu tablo belki sembolik olarak ne anlam ifade ediyor diye merak edebilirsiniz. O tabloda 1908 y\u0131l\u0131nda \u00dcstad Beddiuzzaman Said\u2019i Kurdi\u2019nin, K\u00fcrt\u00e7e kaleme ald\u0131\u011f\u0131, gazetelerde \u0130stanbul\u2019da yay\u0131mlanan bir K\u00fcrt\u00e7e makalesidir.\u00a0 \u015eu \u015fekilde hitap ediyor Bediuzzaman,\u00a0 o makalede, diyor ki, \u201cEy gel\u00ea K\u00fbrdan, di \u00eettifaq\u00ea de quwwet, di \u00eettihad\u00ea de heyat, di birati y\u00ea de se\u2019adet, di hukumet\u00ea de sel\u00e2met heye. \u201d .diye ba\u015flayan K\u00fcrtler aras\u0131 ittifaka, birli\u011fe, \u00f6nem veren ve buradan mutlulu\u011fun \u00e7\u0131kaca\u011f\u0131 sel\u00e2mete ula\u015faca\u011f\u0131m\u0131z konusunda K\u00fcrtlere hitap eden bir makaleydi. 1908\u2019de yaz\u0131lmas\u0131na ra\u011fmen, ayn\u0131 \u015fartlar bu y\u00fczy\u0131lda da,\u00a0 y\u00fczy\u0131l sonra da hala ge\u00e7erlidir. Biz bunu hem Latin alfabesiyle, hem Arap alfabesiyle birlikte bir \u00e7er\u00e7evede kendilerine taktim ettik ve hatta bu de\u011ferlerin orada da tan\u0131nmas\u0131 anlam\u0131nda K\u00fcrtler aras\u0131ndaki birli\u011fin sa\u011flanmas\u0131 anlam\u0131nda \u00dcstad Bediuzzaman\u00a0 hakk\u0131nda K\u00fcrdistan\u2019da Hewl\u00ear\u2019de\u00a0 bu konuyla ilgili sempozyum yap\u0131lmas\u0131n\u0131 talep ettik, kendileri de olumlu kar\u015f\u0131lad\u0131lar.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><strong>90\u2019LI YILLAR!<\/strong><\/p>\n<p style=\"text-align: justify;\">1992 y\u0131l\u0131nda dergimizi yay\u0131nlamaya ba\u015flamam\u0131zla birlikte \u00f6zellikle Turgut \u00d6zal\u2019\u0131n o d\u00f6nemde bir kanun\u00ee de\u011fi\u015fiklik yaparak, K\u00fcrt\u00e7e yay\u0131nlara bir anlamda izin vermesi, Turgut \u00d6zal\u2019\u0131n kendi \u00e7evresinde K\u00fcrt\u00e7e yay\u0131nlar\u0131n yay\u0131lmas\u0131 konusunda bir g\u00f6r\u00fc\u015f h\u00e2kim olmas\u0131na ra\u011fmen, alttan \u00f6zellikle cemaatler aras\u0131nda K\u00fcrt\u00e7e konusunda yay\u0131n yap\u0131lmas\u0131yla K\u00fcrt\u00e7\u00fcl\u00fck yap\u0131ld\u0131\u011f\u0131 y\u00f6n\u00fcnde itham edilme olaylar\u0131 ba\u015flad\u0131. Yay\u0131n\u0131n K\u00fcrt\u00e7e olmas\u0131 zaten ba\u015fl\u0131 ba\u015f\u0131na dezavantaj demektir. Derginin sat\u0131\u015f\u0131 bu \u015fekilde engellendi\u011fi zaman, her yere ula\u015famad\u0131\u011f\u0131 zaman, buda bir anlamda bir engeldir.
